I put my 1yr old in a graco comfortsport and found that the harness tightening belt has come loose. You can pull the straps loose without lifting up on the gray colored loosening strap. If you pull on the shoulder straps, they come completely out from the back of the seat. If the car was in an accident, the baby would not be held into the seat at all. Can this be fixed?

Check page 19 (page 21 of the pdf file) and look at the locking clips in figure c - these may be missing or incorrect. You can buy replacements or any other parts on this link;

You have two options with this depending on child size. The most common is through the slots in the back behind the cover then tightened. The other option with larger kids or for quick removal is to strap it over the the lap of the carseat.
I went to the Graco website and got stuck when it didn't recognize the number 8639.

Yeah its a bit tricky. ON the fron of the car seat there is a strap that goes intot he seat and has a button to lossen it. Press it down to lossen that strap then flip seat over and on the bottom you will find other end of the same strap and it has a brass t-fitting. Take it and pull it up the back side of seat and the shoulder straps fit into the brass fitting then tighten by pulling strap in front of chair.
I have the same problem with mine. It's an easy fix. Unlock the straps (pull the little gray release tab) and then pull firmly upward on the lap belt opposite the loose strap. To reword: If your left shoulder strap is the loose one, go the right side of the seat, where the LAP belt comes out of the seat, and pull firmly upward on that part of the belt. It will pull the slack out from the other side. I hope that was helpful.
There should be metal hooks on the backside that hook onto the loops at the end of the shoulder straps. They will definately be metal so should be easy to spot against the plastic back of the car seat. They usually are sort of rectangular and have one side that has a 'lip' so the straps aren't supposed to just slip off. (Though I can imagine the possiblity of this when the belt is not stretched as it is during use) Refer to your manual if you cannot find them. If you no longer have the manual, you should be able to locate one for downloading or viewing PDF file at the manufacturers website. Hope this helps! :)
First set the harness together at the chest clip and the **** buckle.
Then slide each shoulder strap through at the best height for your child. For a forward facing seat , it should be at or above the shoulders. Once both shoulders are passed through, there is a Tshapped metal flat piece, each belt slides onto that.
That is 2 of the 4 ends of the straps squared away.
The bottom 2 , you slide through the holes in the car seat, through the holes in the shell of the seat, and then pull to ensure they are in tight.
