Hotspots are not free, they are the result of a business/home/retaurant/pub renting BroadBand and as an incentive there is a small amount of BroadBand spare that becomes useable to anyone who is a subscriber. Orange charge £5 per month as do many other mobile providers. Laptops can use it if they subscribe to BroadBand at home or have a WiFi dongle and pay for it. Hope that clarifies it for you.
Oh, so sorry! You can't just download wifi, as it is a wireless internet connection. What you can do is study a few things about it online, & try to find a free program online that will help you connect to a wifi connection somewhere near you. Many donut shops or restaurants now have free wifi. Is there an internet cafe near you, do you know?
