the best solution for you is to use a bluetooth usb adapter (if your pc doesnt have one) to transfer files. The advantages are much more with this connection than over the cable... the cost is minimal (in greece its about 12 euros) it will solve your problem and the most important thing is that bluetooth is compatible with all the mobiles so you will not need to install different softwares for different mobiles (which may mess up your xp) and use different cables. if for example your next mobile would be a samsung and your brother has a nokia and your father has Sony ericson what would you do ? install 3-4 diffrent softwares and connect / disconnect cables ??? no... - get a bluetooth...
Sorry about this, your usb port on your psp could be possibly damaged. So you can use a memory stick on your memory card reader to do your data transfer. If you insist on using the usb connection then try seeing a sony repair personnel for this.
follow the above line.... and probably you must have a memory card in the fone.... once you are done with downloading the driver
connect the fone and you would get the 'found new hardware baloon' select 'no not this time' and click next and browse to the driver which is downloaded, click next and finish the process...
once you remove and connect the fone you would get a prompt on the fone's display "connect phone as storage device" click yes to transfer data or click no or leave it alone for the fone to get charged...
hope this helps you..
use this alt link to download driver

ActiveSync 4.x utilizes a network type of connection with Windows Mobile
powered devices, since this allows faster data transfer than a serial USB
connection. When the PC is connected to the Internet or a local network,
in some cases, the PC may disconnect the ActiveSync connection with
your phone in favor of the Internet or network connection. If this happens,
select Start > Settings > Connections > USB to PC and clear the Enable
advanced network functionality check box. This makes ActiveSync utilize a
serial USB connection with your phone.
