You probably have to format the new drive in your computer. It is rare to find a plug and play HDD. Do this either by right clicking on the drive in windows and selecting format. Or in dos by typing Format d: or if it is your c:\ drive you will need to boot off a boot disk which it sounds like you got the boot but if it is a drive the computer boots off you need to type format c:/s the /s makes the drive bootable

What does the blue blinking light at the very bottom, under the blue power button indicates?

According to the Dell 531 owners manual:

"Drive activity light-
blue light - A blinking blue light indicates the computer is reading data from or writing data to the SATA hard drive, CD, DVD or HDD."

http://support.dell.com/support/edocs/systems/inspd531/en/OM/appendix.htm

Safe to ignore. It will blink even when the computer appears to be idle.

Led light

The light that used to stay on all the time is most likly the Power light(LED) The light that used to flash when you were using the computer is the  HddLED(Hard disk drive Light Emitting Diode) If you mixed them up it wil likly only light the wrong light.    I hope this helps.  If you wish to be sure you may be able to download the owners manual  the manufacture ?

Orange Power light flashing

Most likely a power supply failure. It apears that the power supply is not putting out all necessary voltages.

Replace the power supply

Want to disable power management flashing blue light on GT5220 PC

I don't think that's practically possible until you have to do it through the hardware inside..
However you may do some manipulation to the power plan of the computer system..
