Did you try to install the new version of internet explorer? Try version 7. If you really can't surf the internet you must find a way to download or order internet explorer and uninstal it of your laptop. If this don't work you may have a virus. Try to instal your version of windows or another os again.

within Firefox seconds later. Disabling the Web Filter on my Anti-Virus
made no difference. I am Running ESet as my Antivirus.
curiosity, I looked at the "LAN settings" under the Internet Properties /
Connections tab and noticed that the proxy setting was enabled. I do
not use a proxy from home. It was configured to point to the local host
(127.0.0.1) on port 5555. I disabled the proxy setting and was able to
browse without issue. Proxy setting is unique to Firefox and not shared
with IE which would explain IE having issues as well.
further I found that the "fake antivirus" application had created those
settings along with some registry settings and dropping an executable on

This error means that the browser could not find the page that was setup as the homepage in the browser settings could not be found. May be because the laptop is not connected to the internet or the homepage URL is spelt wrongly and there exists no such URL.
What you do is to open the browser and go to Tools->Internet Options. Here right on top you would find Home Page. Type the URL here. Alternatively, access a page and when it has opened fully, go to Tools->Options and here set this page as home page.
