You could try to repair it yourself if you have a basic knowledge on electronics.
Have a look at my instructable: http://www.instructables.com/id/Repair-your-remote-controls/.
Re-soldering the infrared LED and battery connections could help. let me know if this is helpful.

I need to know if the remote is defective or if it is the TV.

early remotes work by infra red light ( small bulb or opening at the front of the remote )
turn on the camera of your cell phone -ipad and aim the remote at the camera lens

I tried it on a remote I know is working on the camera on my cellphone and did...

Our eyes cannot see the light from a remote control but any digital camera or cell phone with a camera can. Point the remote towards the camera lens and press any button. You will see the light in the camera and can test every button on the remote like this.

Remote not working

It could be the remote has broken. To check if it is actually sending any signal or not do the following:
Turn the camera of a mobile phone on and look at the remote as though you are taking a picture of it. Press one of the buttons on the remote and you should see a light coming from it when you look at the screen of your camera. If there is no light as you look at the remote then the remote is not emitting a signal. If there is a light then your TV is not receiving it for some reason.

Remote does not work. Can't turn tv off or change channels.Have tried changing batteries.

First, let's check to see if the remote is giving out signals. With a phone camera or similar device look at the end of the remote, where the signal comes out. Press a bunch of buttons on the remote while looking at the signal output with your camera. If it's working, you should see flashes ever time a button is pressed. This is because cameras, like on most phones or digital cameras, can see infared light. If you don't see any flashes, that means there is no power. It might be bad batteries or a bad remote. This should help you narrow down the problem. Hope it helps!

Have replaced batteries but remote wont operate tv even though lights come on on remote

Do you have a camcorder?
Look at the remote through the camera while operating the remote.......look for a light at the infrared output.
(you can't see it normally but will through the camera lens if it's working)
Otherwise.....if you see the light....is it a programmable remote?
Maybe time for a reprogramming.
And....of course....no light....not working.

Remote control quit working

Batteries can be bad or installed improperly. If you know someone with a digital camera that has an lcd display, point the remote at the camera while someone is looking at the camera's image in real time. Infrared will appear as white light to the camera's CCD "eye". Cool trick.
Remember, IR is line of sight. Make sure nothing is blocking the path between the remote and the TV. Also IR remotes and fluorescent lighting doesn't mix.

How to program my rav 300 remote

Here's how I got mine to work. FIRST THING: Once it's programmed, you use the TV function keys at the bottom of the remote for Power On, channel changing, etc. The other keys on the remote don't operate the TV.

1) Press the "code set" button with a pen or straightened paper clip
2) Press the [A] key (next to "V-AUX")
3) Enter the code

Test it by pressing the Power key in the TV section on the remote (NOT the "Source" Power" key or Main power key at the top).
