FL5 is related to input voltage. You state that the voltages check out. Service code FL5, "brown-out condition exists",
will reset after the condition has been resolved.
However, the reset may take up to 3 minutes. The LJ
controller checks the power supply voltage every 3
minutes. If the supply voltage drops below 85% of the
nominal supply voltage, the display will show the FL5
service code and the heater will not start the ignition
sequence. The controller will check the supply voltage
again 3 minutes later. If the low voltage condition still
exists the FL5 service code will remain. If the actual
supply voltage is above 85% of the nominal supply
voltage, the service code will clear automatically from
the display and the heater will resume normal operation. If the heater was in either 'POOL' or 'SPA' mode
when the brown-out condition was detected, it will
remain in that mode when the condition is resolved. If
the water temperature is less than the thermostat
setting, the ignition sequence will start automatically
and the heater will operate normally.
Press START/PAUSE and any one of the option buttons
simultaneously for at least two seconds: the LEDs first switch off,
and then display the flashing sequence corresponding to the
alarm condition.

So, error code E55 as you specified does not exist. Any how, family error code 5 (first digit) means problem with motor. Error code could be E51,E52,E53 and E54.
Possible causes:
- faulty motor
- motor brushes (very often)
- faulty tachometer (integrated in the motor but is replaceable)
- faulty electronic (Motor power triac short-circuited or motor relay contacts sticking).
Turn key to on ( not start) then off, then on, then off, then on and leave on, and have a pen and paper ready to record flashes of "check engine light". It will flash then pause between second number of 2 digit code. Then a short pause and flash again, pause, then flash. For example: if it flashes 2 times, then pause, then flashes 2 more times, that would be code 22. If it flashes 3 times, pause, then flashes 5 more times, that would be code 35. As I said, there will be a short pause between 2 digits, as well as after number. Write them down as they come up and get back to us with those codes for advice. When you get code 55 ( 5 flashes, pause 5 more ) that means end of message. Those codes should point everyone in right direction of trouble spot.
2 ways. 1) with a code reader from autozone (they do it for free by the way). and 2) use the cars key by turning the ignition key on and off 3 time and the 3rd time leave it on. do not go all the way to start. don't crank engine. just on. wait a few seconds and the check engine light will start to flash the codes(or power loss light). it will flash the first digit then pauses for a few sec. and then flashes the second digit. must count the flashes and write them down. for example first 2 flashes means 2 pause then 3 flashes means 3. that is code 23. that may not exist but is just an example to let you now how it woks. good luck.
Try cycling key, on, off, on, off, on, and leave on (not start) & count flashes of check engine light. 3 flashes, pause, then 3 more is code 33. 2 flashes, pause then 2 more, is code 22 etc. See what you get for codes first before guessing on replacing parts. 5 flashes, pause, then 5 more, is code 55 which means end of message (codes.)
It is flashing a code for you to use in determining the reason the flashing purpose. in other words it has determined that there is a problem with the air bag system. it will flash the code for 5 times and the the light will stay on. it will be a 2 digit code. count the flashes to determine the code.
