Remember this is a DC output...Make sure you have the right wire hooked together. What I mean is if you soldered the wires make you didn't reverse the negative and positive. Otherwise look for a new power supply. I have had to replace mine a few times.
There are no fuses in the thinkpad there are power transistors and i would think that the main transistor has blown. If a USB plug was faulty it is possible it shorted out when you connected the canera and blew the transistor. It could be quite expensive to have this repaired, especially considering you can buy a toshiba L300 for about $400.
