Question about IBM E74 17" CRT Monitor
Hi, it is more likely from an open green and/or blue picture tube's electron gun transistor driver.
If you have an experience on electronics / or use of solder gun, you can just open your monitor and look for the electronic board at the back of the picture tube. Take a look in all transistor ( components with three legs) and solder / check if their legs are not fully soldered to the board. Note: just be careful on the high voltage diode / line ( the one with a thick (like the car distribution wire cable) single wire going to the tube). good luck
