There is a very good glow at the igniter. Can the safety valve be bad?

This will sound crazy but I had to work through it on my own stove a few years ago. The ignitor (glow tube) was getting hot but the oven would not owrk. When investigating the problem I found that the gas valve will only open when the ignitor pulls a specific amperage or draw of current. As the ignitor ages it pu;;s a reduced draw of current. This causes you to be fooled by the glow nut no gas. Replace your ignitor and your oven will begin to work again!
You can get ignitors easily online by doing a search for "appliance parts" and then entering the model number of your stove. Look for ignitor and you will be good to go. Also check out a few different sites as the prices of the parts can vary quite a bit.

If its a square glow bar it must pull 3.5 apms to open the gas valve. Round ones pull 2.5 apms. even though the glow bar is on it must be real bright. Has it been taken over 45 second to light the oven. You will need some way to check the amps. If its getting enough amps the safety valve is bad.
The hot surface igniter will not come on - check igniter with a ohm meter,
you should have continuity through the glow bar, the glow bar can also
crack = new igniter time. The glow bar comes on but the main burner will
not light - you should have an amp probe
to check properly, but often this is a hot surface igniter problem. The
hot surface igniter often looses it's ability to get hot enough to open
the gas safety valve. The safety valve can fail, but most times it is
just a bad hot surface igniter. The hot surface igniter can also quit
part way through cooking , in other words the oven may cycle a couple of
times and then it just sits there with the red glow from the igniter.

Hot surface igniters do weaken and will eventually generate less heat
than they normally could. When this happens they can still allow
marginally correct current to flow to the oven gas valve for it to open
but not get quite hot enough to ignite the gas burner immediately. When
this happens, gas released into the oven can sometimes build up to the
point where when finally ignited, the amount of gas lit can cause a
small explosion inside the oven or cause an odor of gas with out the
oven working. Yes, your glow bar igniter can glow orange-red and still

The
oven control supplies voltage to the oven igniter/gas valve circuit. When the
oven control is set to Bake, voltage is supplied to the oven igniter which
should glow bright red to almost white hot. Once the igniter comes on and
begins to glow it must pull enough current to cause the gas valve to open so
the burner can ignite from the igniter. I added an image below with the theory

the broiler drawer and then set the oven control to bake and watch to see if
the glow bar igniter glows or not. If it does not glow, the failure could be a
broken Igniter, failed oven control board or gas valve. If the igniter is
glowing red, then it can be possible that gas valve is faulty. To see how

Also to confirm, check to see if the igniter is getting 120 volts
when it's turned on. If it gets 120 volts, then your safety gas valve is bad
because it's not letting the neutral go through. Otherwise, if it's NOT getting
120 volts, your control board shorted out and you need a new control board.
But as you mentioned that control board is replaced. So igniter should get 120 volts.
If valve is faulty. But if igniter is not glowing then its faulty igniter
confirmed.

In most of the cases the igniter is faulty, because gas
valve getting faulty is very rare. But still getting the voltages checked, will
