You have some viruses and malware.
Start
your PC and press F8 several times until the boot menu comes up. Then

you need to try
1) check bios aetup screen thereis setting wireless enable/disable
and check xp control panel--system--device manager wireless driver no yellow triangle mark( which need update driver)
2) check wireless switch at laptop frront or right side, set to "on" to make sure the wireless light not on. if wireless indicate light still black means your wireless card out of works, check wireless card by open small back cover clean pins and reinstall it again
3) finally you might need change a wireless card.

This is due to the ip settings might not be matching, please check the ip setting on your system.
and also try to ping to the hotspot using the command in command prompt
ping hotspot_ip
if it is receives the connection to hotspot is ok other wise verify the ip and the security password and encryption part.

if not there
go to Start>Run type "services.msc"
start windows zero configuration

right click WIRELESS
properties
select wireless tab
put one tick mark in the use windows to configure.......................

agin right click on wireless
view wireless network
search on wireless(leftside)
select connect

I have tried a wired connection at a different location and it came up with the same problem, "IDENTIFYING..."
I ran in Safe Mode with Networking like you said and I still didn't have the ability to access the internet (same problem in Safe Mode)
ok... Do this then: Download The following iso listed below. It is the latest version of the Kaspersky rescue disk. You need to burn it to a CD with a program like Imgburn (Which is also FREE like the iso file). Then you need to boot from the CD and run the scanner. It should fix you right up.
