Dell Latitude 610
I have a problem with my Dell Latitude 610 not charging the battery.
It runs well on battery till charge runs out. (I put a new charged
battery from another computer and it will work) It looks like there
is a problem between the power chord and the motherboard. Whenever I
plug in the power cord, the green light goes off on the adapter. I can
use the same adapter on another computer and it works (so rules out
adapter problem) I am thinking it is the "power module" on the mother
board. I have in my possession a Dell 600 motherboard and I am
wondering if I can just swap them??

Yes, it does sound like a motherboard power circuit issue. The other board should fit, but I can't guarantee it. If it physically looks the same as far as ports, I'd give it a try. You can access the service manual on Dell's website.
