You likely have bad convergence output IC's that have caused one of the supply fuses to blow. This repair will have to be performed by a qualified technician. If you were in our area and has us repair this the total cost of the repair would be about $340 if I am correct about the cause of your problem.

The key to this repair is "intermittant convergence issues".
1) Locate convergence amps ( large IC's mounted on large heatsinks.) On PCB in back.
2)Remove circuit board
3)solder any/all bad connects
4) reassemble - test run

Note:Fuses are not an issue at this time.
Note:Convergence amp IC's should be replaced for durable,
         long-lasting repair.

It could be the lamp went out and needs replacement. The Toshiba website states when this happens to unplug the televison for 10 minutes then plug back in. If that does not work then try another power outlet. If that does not work then call for service

The main board of your TV should be troubleshooted. It is a very skilled work, and you must have sufficiant knoledge in electronics and expereince to work with digital printed circuit boards. In most cases, the repair to this board will be immpossible, and may replace it as card basis.

When i plug tv in clicks a few times doesnt power on ,and power light keeps blinking

power supply board is dead, u know basic electronics' and soldering? Most of the times, the power supply board just have dead leakages gases capacitors.These capacitors always bulges up on it top,or puff up on it top.Replaced these gases leakages capacitors will get your TV power stable,and work again.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.

Screen blanks out, no picture and the red light next to the power light blinks every second or so. If you unplug the tv and plug it back in, the picture returns. Is this a bad power supply.

Will not power up. Red power light only blinks.

If you have sound and no picture, it's time for a new lamp.

In the manual check under LED indication, It explains the blinking lights, unless your outside at night looking up!
