If it is just a writer then no but I have never heard of just a writer and mostly they are designated a reader/writer when they should be able to read whatever they are capable of writing - if the computer has the right software installed that is.
It could be you need to instal a suitable media player or dvd player software.

You will need Nero burning software. It will after the normal burn show you a screen where you place the image you want to burn for lightscribe. Another failing with lightscribe is that you must have lightscribe discs!
FOR ANY ONE WITH SIMILAR OR SAME PROBLEM GET all drivers and templates etc at: http://www.lightscribe.com/support/ Check it out, worked to recognize my HP Super Driver. Download it all, include the diagnostic. Anybody who has a lightScribe should beable to use this.
I've found HP to be very helpful getting updated drivers, but perhaps not on this one. Have you tried a search with the model number (hp dvd1040e driver)? I found it at opendrivers. I hope this helps you.

Update you sw from http://www.lightscribe.com/ (Control panel, diagnostic tool, application)
be sure service is started: as Administrator go to Control panel/Administrative tools/Services double-click on Lightscribe Service, and if it says disabled change it to automatic, then "start service" in the left pane if is already started and set to automatic stop and restart it you don't have to reboot to see results.

Sounds like you may have a firmware issue. I had something similar on a Sony external dvd writer. If you go here: http://uk.lge.com/ click on Download Software in the bottom left, then DVD-ROM(Writer) near the middle, scroll down a bit (maybe also be on the following pages) It's listed as:
New firmware (ver. SE02) for only GSA-E40L(External 18X Super multi DVD Writer)
Run the firmware updater and you should be good to go
