There is a mic in Skype and people can hear you if you have your mic on so the person your talking can hear you. There has also been an update on Skype really long ago and that update you can only mute yourself now. Here's a photo of a test call. Try doing that to test if you they can hear you.

Instead of Skype it will be good to check the sound recorder or else reload the sound drivers of the PC once again.
This must solve teh issue unless the OS has errors or you might have to reinstall once again
Skype has its own volume controle try to adjust it accordingly! if it is at highest so may be your wave volume is lowered. "Double click" on the speaker icon in the task bar. It will open the volume control panel. There you can see several volume controles. Usually the second one from left is the wave control.

Try this >>>>> right click on the speaker icon in the system tray (bottom right hand side) select open volume control, when the window pops up, click on the options tab and select properties and check all the boxes has a tick in them (including the mic) then save you will now see the microphone properties make sure it not muted and the level is fairly high. you should now be able to hear each other. Please post back for any additional advice if needed.
You need to configure your microphone settings.
When you open Skype click on Tools - Options - Audio Settings and click on Microphone and select the microphone you are using and save the setting.
I don't know the audio/microphone setting for Phone Serve.
