Monte carlo 2001 windshield wipers stopped working

You will need to replace the wiper motor. Most likely the circuit board is bad. You might check with your local chevy dealer and see if there is a recall on the wiper motor before you buy a new one, even if you are not the original owner the car the recall will still be done free of charge. Some chevy models did have a wiper recall. I hope this helps.

is the battery good if it is shorted out it will do this or if the charging system is not working

The fuel filter is located in the pressure line that runs from the fuel tank to the engine, near to the fuel tank.
Keep the engine off for few hours before replacing the filter, to get rid of some pressure in the lines.

there is a clip type on the end of a rod just under the wiper

unplug the cover on the wiper where it is fitted with the body you will find a nut unscrew it and pull out the wiper
open the engine hood and see if you can find the way to reach the point where the wiper nut you opened
run the wiper you will be able to see if the rods are moving if they are moveing you will find whats wronge with it
