The problem that you describe is caused by pressure in the airline due to faulty in-tank check valve and/ or the unloader at the pressure switch. When the compressor cycles off the pressure switch releases the air that remains in the air line thru a small valve. There is a 1/4 " tube extending from the check valve to the switch. Listen for the release of air as soon as the compressor stops. There is a small metal tab that pushes on the unloader valve that may need to be adjusted. The motor does not have enough power to start pumping if there is air/backpressure in the air line. If these parts are working correctly then check the value of the start capacitor and use meter to measure. The cap should test within 95 % of stated value. Replace parts as needed. Enjoy

Most people recommend replacing the motor capacitor in this situation, since a faulty cap will reduce the starting torque. But in my case the check valve was the culprit - there was too much back pressure on the head.

I have the 919.167320 and it keeps tripping the breaker on start up. It must have tripped it 10 times last night. I have it on a 20 Amp breaker. If I cut the switch off and let the tank get down to 40 lbs...

There is a voltage drop, excessive voltage drop in the circuit.
Anything else on that circuit?
Is the circuit wire size #12 awg thru the complete circuit to the outlet?
Any extension cords being used?
Voltage drop is found in high amperage loads. A motor needs about six times the motors rated full load amps value. Drops found in long runs of wire, in loose connections, in smaller Gage wire than needed.
The power outlet in the garage for the compressor may need the next size wire, #10 AWG. Try using a circuit breaker rated for air conditioning use, they have a trip delay.

A/c starts after it reaches required load it shuts off and when it is suppose to start again it just humms and it trips the circut breaker

It sounds like the small valve that releases the pressure out of the main pipe that runs between the compressor and tank is not working once the tank is full and the motor automatically cuts off. You know this valve is working by the sound of a short spurt if air being released when the motor cuts off. Releasing this pressure means that the motor is able to restart easily because there is no load. If the valve is not releasing this air, the compressor is trying to start under full load which the motor is not capable of doing, hence the humming and popping of breakers due to a current overload as the motor tries to start. Motor burnout is possible if it keeps recurring.

This small release valve is attached to the Pressure control switch that switches the motor On & Off and usually has a small pipe going to it or is incorporated inside the Pressure Control Switch. If the valve appears to be working then it means that the Non-return valve on the input to the tank is not sealing properly and letting air back into the main pipe causing the compressor to start under load. Check both valves for correct operation and replace as necessary.

Wagner electric asincronous H 100L4 1982 motor MK-250. Compressor will start, get up to pressure okay, but once pressure drops it will stall on restart and trip out mains.

The overload trip is is not rated high enough for the load. When the compressor starts form zero pressure their is little load on the motor. It then pumps ok to the cutout pressure under gradually increasing load. When it tries to start on the intermediate pressure the load is too great as the motor drawers a higher current on start-up and has the additional load of the higher pressure. You have a 15 amp appliance running on a 10 amp circuit or similar depending on your countries supply voltage.
