I just had a similar problem... On the upper Rt. hand corner of the #'s keypad is located an "In / Out"
pushbutton switch. There are 2 options. 1.) Rec'v Mode = Tel, or 2.) Rec'v Mode = FAX. Select

From what you are saying. I believe you are trying to receive (or send) a Fax directly to your PC but NOT being connected to the Internet. That is...receive a fax on your telephone line.. This IS possible but you need what we had in the old days called a "Fax Modem" on a PC card to be installed in one of the spare slots inside your PC to which you plug your Telephone line..
Windows has ALWAYS had the feature but you need the Hardware Modem to do it'

Call your fax machine from a telephone...have someone watch your fax and see if it answers...also listen on the telephone and see if you get the "tones" that a fax gives.....if your fax just keeps ringing then it just may have been set to the "tel" (telephone) mode...set it back to the Fax mode.
Press 'Function' then 7
Press 'Monitor' seven times
Press '*' (star)then 0
This Gets you into service mode.Scroll down on using Large Round Button until you get one that says Ram Initialize press Start then Scroll down unitil you see All job Clear,then press start again,M/c will reboot and this should clear your memory.
You might have a job stuck in memory. Message window should say 00%.
press Function key
press 7 key
press monitor key slowly 4 times
press * key
press 6 key
scroll down to ALL JOB CLEAR
wait for reboot
HI.when u try to receive or send any fax.fax gives any msg r not.first check ur telephone line.u have to connect it in line.there are two places in fax .one is ext and second is line.check it u r putting it line.for receiving check auto answer .put it on fax only mode.u will receive fax.MIAN AKHLAQ.if it helps rate the solution.
Make sure your phone lin is plugged in the jack on the machine that says LINE not the jack that says TEL or PHONE. I have seen this before. the unit gets a dial tone and can send but will not answer.

Note: check your equipment for: Fax machine must be connected to an answer machine Receiving a fax automatically: 1 Make sure the Fax Auto Answer light is on. 2 To set the number of telephone rings before the printer automatically receives faxes, Receiving a fax with an answering machine When a telephone ring is detected, the answering machine picks up the call. • If the printer detects a fax, it receives the fax and disconnects the answering machine. • If the printer does not detect a fax, the answering machine receives the call. 2 Set the answering machine to answer incoming calls before the printer does. For example, if you set the answering machine to answer calls after three rings, set the printer to answer calls after five rings. 3 To set the number of telephone rings before the printer automatically receives faxes.
You will have to ask yourself the question "What has changed?" If you changed nothing, then something else has that is beyond your control. Now, you have to decide whether you are using a single telephone line for faxes and telephone, or whether you have "distinctive ring" also called "smart ring" by some companies. It is not a smart thing to use both. You can print a list of settings to see what the machine is set to do. Now if you want to use distinctive ring, set the ring pattern to the one you have chosen with the tel company. If you have chosen a double ring, and you have set your panasonic telephone to receive on 4 rings, then it will count all the rings and pick up after only 2 sequences. To see if this is the problem just remove the telephone base station from the system and then try to receive a fax.
