when i connect to the Internet VIA a modem with a Dialup connectionin it Decrease time used to log onto internet with modem. is it normal?

Solution:
Double click My Computer and double click Dial-up Network icon.
Right click the Internet Dial-up networking icon you wish to log in faster and click the properties option.
Click the Server Types tab and uncheck the following
Log on to network
NetBEUI
IPX/SPX Compatible
Double click My Computer and double click Dial-up Network icon.
