The power supply might be okay but the system board could be bad and not turning the power supply on when you press the power button.

If you take a short jumper like a paper clip and touch the PS_ON pin to the ground pin on either side, the supply will turn on if it is working correctly. You'll know cause the fan will start. If the supply turns on the system board is the likely cause. Check for an obvious problem like the cable to the front panel switches having come off the board.
The boards in eMachines are a common trouble, but there could be something connected to the board causing it not to respond. Try disconnecting the cables from the board to the drives and remove the memory, and clear the CMOS (either remove the round backup battery or use the jumper that's normally in the same area). Try the power switch again, and if the unit still doesn't start up it's the board.

Green LED on PS means it's getting AC power. Orange light on motherboard means it's receiving power from PS but it may not be the correct voltage. The power supply isreceiving power from the source but is unable to properly distribute it to thecomponents. This can be caused by a defective power supply or a defectivemotherboard. Just to make sure that nothing else is causing the problem, removeany PCI cards like modem, video card, sound card, etc... Remove the memorymodules and disconnect cables to CD/DVD drives. Look at the USB ports to see ifany are damaged.
Bottom line: Either your power supply or (hopefully not) the mother board has gone bad.
Replace power supply (remove old one), take to local independent computer shop, ask them for new unit. Should be around $50.00. - no more. After reinstall, if still no fans, boot, etc. Replace motherboard or buy a new machine. MB's installed probably will run you around $250.00-ish.

Friend if the pc does'nt power on even you have replace the power supply. it means that there is a major problem in your hardware definetly if not the power suppy the motherboard or the processor.be sure to have compatible mainboard and processor because there are mainboard that does'nt support a certain processor please try to check it .try to replace another motherboard that is compatible to your processor. or check the connection of the power on button and the wires from supply to motherboard.please do that to solve your problem hope i helped you good luck.
You are right about checking PSU first. Check PSU by using a PSU tester. If you don't have a PSU tester you can go to any computer reapir shop and have them check out the PSU for you.In case PSU, is fine there is a possibility that motherboard may be shot.
try to get to the jumper next to the cmos battery in the mainboard. by changing its position for some seconds while power is off and putting it back , cmos is cleard. start the board hit delete to enter setup and exit saving chages. ps: if the mainboard bottom was in touch with anything metal from the case otherwise it might get damaged
