Sounds like the bearing on the pulley that runs the Power Steering pump is shot. Have it serviced.

Whining noise on Volvo 240 when in neural and park

A common cause of a whining or buzzing type noise when not in gear (neutral and park) is a WORN PUMP in the transmission. How many miles are on the car??

A noisy pump is just noisy and won't cause a breakdown until it becomes MUCH louder. If the noise is not that loud at this point, just keep driving it for now, and chalk it up to normal wear & tear. But DOOO make sure your transmission fluid is topped off. The amount of fluid between the LOW and FULL marks is about one pint. DON'T overfill OR allow it to get below the LOW mark. Transmissions are VERY fluid-level-sensitive.

What could be wrong with the power sterring if it makes a loud noise. after checking poer sterring fluid

The most common problem with noisy power steering (whining noise) is that the power steering pump is defective. If you replace the pump make sure you flush the system with clean PS fluid or it can ruin the new pump.

Power steering is whining. Cleaned reservoir and refilled. Still whining. What do I do next?

I had a grinding noise on my 1997 Cadillac Deville Limousine and I tried some 'Bar's Leak' Power Steering Fluid that claims to quiet down noisy comopressors, and to thicken and lubricate. So, I tried it 2 days ago, and ran it 100 mi. like it said, and there WAS an improvement in the worn out Power Steering Pump. The cost was like $11 for the product at Walmart, including getting a Turkey Baster to remove the old fluid in the reservoir, that would overflow if I added the whole bottle. I used 1/2 of a bottle and it did seem to improve the sound of the belt driven pump which I gather has worn out splines and bearing inside after 126,000 mi. or so. It certainly was cheaper than spending $500 for a new pump to be installed including evacuating the a/c which I was told was necessary on my particular vehicle.
Hm. $11 last chance try vs. $500. So, I tried the $11 fix and so far it is so much better, that I don't plan to have the power steering pump replaced.

I have a 1994 Cadillac DeVille and it has a very loud whining noise which seems to getting louder. I've been told it is the power steering unit and not to worry about it. Don't you think it is advisable...

Yes. I would check the fluid level and belt tightness and perhaps change the belt. Also see if you are losing fluid at the pump or steering box. The noise might be air in the lines or from low hydraulic pressure if you hear it more while turning. If the noise persists have a second opinion or just change the pump to give yourself a margin of safety.

There is a loud "whining"

Power steering pumps whine when they are low on fluid, or if they are goin bad. Serpentine belts also whine in cold weather or when they are goin bad. Tru spraying just a little WD40 on the belts when its running, if it goes away, you should be thinking about a new belt. If nothing changes, check the power steering fluid, if its full, take to a mechanic

I had the same problem with my 98 Cadillac Deville. I changed the power steering pump and the hose that runs to the rack. The problem was solved, loud noises and whining stopped.

Power steering leak making loud buzzing sound more loud when turning

The power steering leak is creating bubbles in your power steering pump which gets strained more when turning, which causes it to be louder when turning. If you know where your leak is, then fix that, then try to bleed your ps system by filling up with the cap off the resevoir and turning the steering wheel max left to max left with trans fluid. if the noise is still there then your ps pump needs to be replaced along with the ps vsv located on the side of the pump.
