Check to see that nothing is clogging the machine. If you don't find anything, then the fan on the motor may be broken or chipped.

Check the hose...they plug up and then everything stops...

When the vacuum is not picking up stuff like that it is a good indication usually that the belt is worn, stretched or broken. You can get the belts for this model and view the manual here:

The spinner that shows that the suction or water is pumping out on the floor will not spin. I have checked the belts they are ok. I have turned it off for a few min. and it doesnt work.

The belts may look fine but they can be stretched or worn. If you haven't replaced them recently I would try that. You can get the belt you need here:

What kind of belt does the Bissell Momentum Cyclone bagless take ?

It wont pick up dirt and motor is very loud it was clogged but cleared it still loud belt is fine

check impeller that is the part that creates the suction in a vacum if impeller is broke that will make the vacum loud and vibrate
