If it's still connected to the wall adapter, It's the battery charging indicator. If it's green, the battery is charged up. Disconnect it and the light should go out. Once it's out there's no reason it can't go into a safe.
If your battery is totally drained or dead, your laptop will not turn on even when plugged in to power outlet. The power from the charger don't have enough power to pass through the battery that is trying to charge. Remove the battery and you will be able to turn on your laptop when plugged in directly to wall outlet.
Hi, Use similar power output rated Toshiba laptop adaptor and test it again. If charges, then there should be some problem with the power adapter. Replace it to solve the problem. If still exists, then the problem may be within the laptops' power circuit and you have to give laptop for service to rectify the problem. Thanks
Check the cable on the power adapter, and make sure that it is plugged tightly into the wall, AC adapater, and then into the Notebook.. I know it seems obvious, but sometimes the connections are not tight.
Check the power outlet or plug it into another receptacle.

Motherboard repairs are often poorly done and they are expensive except for the simplest jobs like replacing the DC jack. And new motherboards are also generally very expensive. And cheap way out of this is buying a used battery charger or a used working motherboard. eBay is usually the best place to start. Good luck!
