I'm not too fimiliar with this radio, but I am somewhat fimiliar with HAM radios. As far as possibility, the chip most likely isn't designed to transmit on any other frequencies, though some good ones can transmit a few mhz out of range. Not to mention, due to the chip not being designed for it, TX power and RX clarity would be horrible, and you would likely burn it out.
As far as how legal it is, in the United States of America, most radio operations are based off frequencie. You normally need to have a licence to operate on that frequencie. a GMRS licence only allows you to transmit on those channels at a max of i believe 5 watts, though you would be allowed to listen to anything else. As for the FRS channels, you do not need a licence, but the transmitting device must be certified for FRS. After changing the firmware, it would void its FRS complience untill re authorized by the FCC, which is expensive, and they probally would not do for you, so you would then not be allowed to transmit on FRS frequencies with that device.
Go learn about ham radios and get a licence. baofeng's UV5RE_ is $50, can go on your GMRS and FRS frequencies (not FRS certified, listen only), and can get the 100mhz and 400mhz ham radio bands. Cirtain frequencies allow for things such as high transmit power or digital communication, voice scrambling, ect. If you get a licence and follow the rules, you will be much more free.

Okay, I'm going to attempt to assist you with this. If your TalkAbout 200 has a screen showing your channel number and a smaller number in the upper right. It is possible your radio could be programmed to match another TalkAbout or FRS (family radio service) style radio. I cannot find an owners manual in English for the T200. Here is one you can translate from Czech http://www.cbradio.cz/doc/Motorola/PMR%20TA200/manual.pdf (Simply copy and paste this into a google search with the word translate in front of it.) It will give you the instructions for reprogramming your "interference eliminator code", aka CTCSS. Your radio has 14 built in frequencies. From your explanation I would assume you need your BIG number to be 1, and your small number to be 10.
If your TalkAbout does not have a screen, you will not be able to do the CTCSS #10. It is a CSQ model only.
Sidenote: If the other radios you are wanting to talk to are NOT FRS-type or TalkAbout radios, your radio will not match them.

No, unfortunately there is nothing you can do to change the 462-467 MHz radio to do the PMR 420-450 MHz which is legal in the UK.
