You need to be a local administrator to have access to share the folders.

you dont say what windows version you have? have you tried creating a network bridge between the phone connection and your wireless ,as you also dont say how you have the mobile connected either, then enable internet sharing on the computer.

How to create server pc?

This all depends on they type of server you wish to create and the amount of users you wish to serve.

For less than 10 clients and for back up purposes and media streaming then windows home server (WHS) is a very useful and reliable option.

Your budget is also a large factor in server deployment

You have not given nearly enough details as to its use.

File sharing

Limit Windows VCACHE setting to 32 Meg regardless of the
amount of RAM on the system. I suggest you download and install Cacheman (www.outertech.com). This application lets you change the VCACHE settings easily. Set maximum and minimum disk cache to 32768 and CHUNKSIZE to 512.

Also, I got off the phone with the upper level tech of Microsoft and my problem with FA310 is that mine are C1 or C2 hardware versions which are NDIS (Network Driver Interface Specification) 3. WinME needs NDIS 4 and "prefers" NDIS 5. To see what NDIS your network card is go to regedit LOCAL MACHINE>System>Current Control Set>Services>Class>Net>0000>Ndi>Interfaces

You can see if your network card is on the Hardware Compatibility List that Microsoft certifies at: http://www.microsoft.com/hcl/default.asp

Cant get modem share to work on my tablet... no com ports available

ModemShare is not compatible with Windows XP Service Pack 2 (SP2) or later, due to changes that Microsoft made to the DCOM security settings.
ModemShare is a now discontinued product, but the publisher provides an upgrade path to the replacment NetModem modem sharing solution here: http://pcmicro.com/modemshare/freeupgrade.html
Another option is to downgrade XP back to SP1, or use any version of Windows 2000 which is still compatible with ModemShare.
