Is there a guide available showing me how to add more refrigerant (R-134a) to a Breezaire 1060EM housed in a wine cooler/cabinet (assuming this can be done by a careful novice)? What type of special screwdriver would be required? Where do I pour? ...

I'm not familiar with your unit, but sounds like condenser problems. Check for a dirty coil on the backside or underneath the unit. Also, if it has a fan for that coil, make sure it's running when the compressor is running and that the blades are clean. Other than that, it could have developed a refrigerant leak.

A WKR 1060 SHOULD BE AN R-22 REFRIGERANT UNIT AND IT SHOULD STATE SO ON THE UNITS TAG ON BACK OF THE UNIT.
I IT IS IN FACT AN R-22 MODEL 1060 IT USES 9oz OF R-22
IF IT IS AN R-134A IT USES 10 oz
