I had one that did this exact same thing and it was a wireless one.
yours is wireless as well. from experience i purchased a charge pack
and every other time i switched battery packs it would work for a long while but eventually i just took it back to wal-mart and got another one free of charge just told them it was defective.
I would take it back and not deal with the trouble of wasting good batteries, and dont worry if your warante is no good just call Microsoft and send it to them they have no problem replacing stuff ive had my 360 replaced 3 times.

I have a brand new controller which came with my new xbox 360 and i have put the batteries in the correct way as instructed but when i press the xbox guide button nothing happens. I have also tried to sync...

The guide button won't work until its synced, you need to push the button on the console to look for controllers then the button on the controller and it will sync it and then it should work fine. If that doesn't work then try hitting the button on the controller first then the one on the console.

MY CONTROLLER WONT CNNCT TO MY XBOX EVEN WEN I SYNC IT . ITS BRAND NEW.

You might have to replace the batteries in the controller, as if the battery life is low the controller will have issues syncing to the xbox 360. Just in cause, To sync the controller to the xbox 360, you must turn on the controller using the xbox guide button and then press the Wireless Sync button right next to the Controller Charging Port. Then you must press the sync button on the xbox 360. You must do this semi-quickly, or the sync process will not complete.
Lastly, You also might have a faulty controller, I suggest you go back to the store you got it from and see if they will replace the faulty controller.
