SOURCE: hp p1006 wont load/feed paper
Mine does the same thing. The solution I have used on several occasions is to load it as full of paper as possible without forcing it under the guides. Lift the lid to reset the jam function, then when it begins to try to print, push the top one or two sheets of paper into the printer. If it will grab them and print then it will be ok for the whole stack of paper. Adding more paper before it gets too low also seems to help.

The travel of paper through the machine is timed and if the pickup roller is no longer as tacky as it should be, the paper may be arriving too late to allow for printing.
Cheap 'copier' paper has a soft surface which can lose fibers over time that can cause the pickup rollers to have less grip on the paper too.
There is also the possibility of remnants of paper (or more often labels) that can delay the timely arrival or may be impeding the progress of the sheet through the paper path.
