Check to see if your phone lock is restricting your phone dialing out. that will allow you to recieve phone calls but not make any of your own. to check if this is it go to settings, security, restict calls enter your unlock code if you know it or if it has not been changed, outgoing calls and see if it's own allow if not change it. if it's not the problem sorry.

How do I reach someone by phone to change my credit card number to automatically keep my transponder working when needed?

That depends if you are using a mobile or landline to call.

If a mobile, dial in the required number then press send/call, usually the green button.

If on a landline, dial any required number for an outside line if in an office, then dial the required number.

When the person on the other side answers you speak

After dialing a number I do not know how to make a call

Hi,
After dialing the number, you press the green button to make. It will connect and ring at the other side if you have credit on your phone. The person number you dial will pick his or her call and you will be able to talk to the person.
When you finish making your call, you can end the call with the red button.
Regards.

How do i reprogram my speeddial numbers on jazz 4400?

Hello.

From NorStar Support:

To Program Personal Speed Dial Numbers: (Numbers 71 - 94 only.
1. Press the Feature button, then * 4
2. Enter the 2 digit code (71 - 94). that you want to assign to that phone number
3. Enter the telephone number, then press the OK softkey
4. Display will show: "Entry xx stored"

If the above doesn't work, try:

To Program Personal Speed Dial Numbers:
  1. Press [Feature] [*] [4]
  2. Enter a two-digit code from 71 to 94.
  3. Specify the external line by pressing a line button, a line pool button, or the intercom button. If you don't specify the external line, the system automatically chooses a line for the call.
  4. Dial the telephone number you want to program (up to 24 digits).
  5. Press [Hold].
  6. Record the code and number you have just programmed.
Hope this helps.

I can't make a call or receive calls, I tried unplugging it several times and all the lights starts blinking!! When I try to dial a button, it gives me a busy signal.

You are probably trying to dial out on an intercom button. This will give you a busy every time. You may have to dial 9 to get out.

To test your phone, 1st find out what your intercom number is (press feature*0 and then press the intercom button) Your display will show you the intercom number of your telephone. Then try to make an in house intercom call to another working telephone. If that works have them call you back.

The next step is to find out if you have any lines programmed to your phone. (press "feature*0) and then each button on your phone. The display will show you what is programmed on that button. If you have any that say "001 Line001" or such those are the outside lines to dial out on. Hope this helps.
