Your solutions here would be
1. To buy a windows xp package and reload the laptop from scratch.
2. Alternatively you could look for a window me disk from someone that doesn't have it loaded on another PC as this would be a violation of Microsofts Copyright.
3. Take it to a IT specialist to recover the password for you.

If you can get into windows with another users password, backup your data and then instal windows as a fresh install from the restore option after booting with F8 or F11 if not a windows disc and if you haven't got one, download an ISO from microsoft using your COA on the base label of your laptop to install a new system. Don't forget to install ALL of the system drivers!
If you restore the laptop to the Out of the box condition you will lose all your data.
You can remove or change the Window's User or
administrator's password and privileges. You need access to a computer with
Internet access to download the Hiren's Boot CD and burn it onto a CD.
Then insert this CD into the laptop/computer and boot up
the laptop/computer with the Hiren's CD and follow the instructions.

The laptop is Bios Password Locked, who ever you bought this from must know the administrative password, because the computer will remain locked until this is remedied and you will not be able to restore original settings without the password. If the seller can't provide it, I would return it expecting a refund. Sony charges $100.00 to correct this and you must be the original owner. There are other services that claim they can help and charge a fee.
