Usually, just holding down the powe button for several seconds will turn off computer, without damaging it. Also, you can remove power cord and battery.

Theres no function key lock, just the blue Fn button on the lower left corner of the keyboard.
If you cant get any of the function keys to work and the keyboard just thinks that you are pressing the standard button without pressing Fn, then this could be a fault with the contacts in the Fn key.
You might want to try
To help you troubleshoot your keyboard. I think you need to get a diagnostic utility running to be sure the key is faulty.
