Need information How do I get the owners manual and CD for installing the camera listed below?

If you really mean the camera "listed below" then what make and model is it? You don't list any below that statement.

Well please follow the below steps -

1. Shut down the notebook.
2. Connect the receiver either directly or with the USB
extension cable to the USB port on the PC. 
3. Place the receiver beside the notebook or desktop PC.
4. Turn on the PC.
5. Switch on the power of the wireless mouse located on
the backside of the mouse.

After that you need to install the driver please follow the below steps -
1. Insert the installation CD into your CD-ROM drive.
2. The CD should automatically load the installation. If it
does not load, click “Start” then “Run”, then type “X:\
setup” (replace “X” with the correct drive letter for your
CD-ROM drive, usually D). Then follow through the onscreen
instructions to complete the installation.
3. When the setup is complete, the system will restart
automatically. It will show a mouse icon in the bottom
right-hand corner of the screen.

The drivers for your camera could be downloaded from here. Need to select your OS from the pull down menu before downloading

Okay...we can figure this out.

Does your computer have enough memory and all the requirements to run the software?

You may want to make sure you have the latest service pack from Microsoft for Windows ME.

Also click the link below for Fuji's site to make sure you have the latest update for their software.

After you know these are up-to-date, then start from the beginning. Turn off everything wait a few minutes and then turn on the computer. Wait for Start Up programs to load. Then follow instructions in Owners Manual for loading FinePixViewer.
