I use several small space heaters annually, as well as a couple of fans and have to replace these almost annually because the fan seems to 'freeze' up. That is to say, when the power is off, the fan does turn freely, however, when powered up, the fan seems to be stuck at the same particular place. Often, I can get the fan running by moving it manually, but this only works for a short time, thus necessitating replacement; It almost appears that the motor turns into a magnet! Can you tell me what's happening?
An electric motor operates with magnets that are energized with current. They also have air intake slots used for cooling, therefore, are susceptible to becoming clogged up with dust. Dampness and high moisture areas can cause rust on the internal parts too. The best solution I have found, without the need for disassembling the motor to lube the brass end bushings, is to spray the interior with WD-40. However, on electric heaters, it would be a good idea to remove the motor first. Also a good idea to unplug the unit first too.

I had an issue just yesterday with my Honeywell Surround heater. It would work for like 10 mins and then the power just stays on but no heat no fan. So, i brought it in to my job today and cleaned it with an Air hose...there was tons of dust in the bottom near the base. Now i had it on for over 20 mins and it seems to be working fine. I guess it was clogged up.

No solution but I have a Bionaire BFH3405-7 which is 8 months old. It is supposed to have tip over safety control so that it will shut off if tipped over. Last night it ran all night laying on its back as one of my cats had knocked it over. So much for the safety switch.
