We did run the cleaning routine two times, replaced the cartridges, and hand cleaned it to the best of our ability...the darn thing still does it......

I don't know if that printer has a cleaning routine on it, or not. If it does (check your documentation) I'd do that first. If that fails to clear things up, you may want to try to clean the print cartridges by hand. If you still have a problem, you'll probably need to get some new cartridges.
Hope this helps answer your question.

Sorry to hear that. One other thought is that there may be some paper dust that is soaked with ink that is hanging down below where the cartridges are mounted. And I have seen paper dust that has collected on things that are mounted on the left frame or right frame cause smearing problems. Try to clean any areas in the printer that are close to the same level as the part of the print cartridges that has the ink nozzles. About the only thing that is left is to get a new cartridge and try that. Unfortunately, once in awhile new cartridges have problems.

How to remove the cartridge from hp photo smart 7960

Hello the manual way to release cartridge is

  1. Disconnect the power cord from the printer.
  2. Open the top cover.
  3. Look for the gray-colored carriage on the right side of the printer.
  4. Find the horizontal (bottom) edge of the carriage and follow it towards the back (or in) until it makes a 90-degree turn. Follow it down to the ¼ inch-high, black-colored capping station.
  5. Using a screwdriver or similar tool, push the capping station toward the back of the printer.
NOTE: Do not pull on the ribbon cable when moving the carriage.
  6. Making sure to not push up on the carriage, move the carriage to the middle of the printer. If the carriage is still locked in place, push the capping station farther into the printer and try moving the carriage again.
  7. After the carriage is pulled out from the right-hand side of the printer, remove both print cartridges and store them according to specifications.
  8. Close the top cover.

Black and white printing not working

sounds like its a expired ink issue. on alot of the hp photosmart printers the ink has a expirey date on the carts the best solution would be to contact hp and chances are they will send you free carts if your ink has been expired. when a black ink is almost out most of the time it trys to draw ink from the color carts mixing to make the appropriate color.

but you can also try the following.
See the instructions for
calibrating a print cartridge in
the Care and Maintenance
section of the HP Photosmart
Printer Help.
