It can be one of two things : A material defect or your modem or a configuration error (modem or PC). Since the DSL indicator is on, it is most likely the problem is not with the line. Except if you are getting the ADSL signal meant for somebody else.
Can you give more details about the modem you are using ? It might help to guide you in verifications to do.
In the meantime, try the following generic steps:
1. If your modem requires a driver:
Make sure you have the driver CD which came with the modem;
Then, go to the Control Panel, then "Add or remove programs" (or "Programs and functionality" depending on your windows version);
In there, search anything related to your modem (generally, it contains the brand or model of your modem) and unsintall of them;
Use the driver CD and reinstall the software for your modem and reconfigure it as per your ISP settings (call them if you don't know the settings)
2. If your modem requires a connection set up on the PC:
Go to Start -> Control Panel, then click on either (1) Network Connections or (2)Network and Internet Connections -> Network Connections (it depends on the View of the Control Panel);
From there, delete all dial up and/or broadband connections;
Then, still in Network Connections, click on Create a new connection, in the "Network Tasks" section on the left;
Reconfigure a new connection as per your ISP settings. Call their hotline if you have to, to get instructions on how to configure the new connection.
3. If your modem functions as a router:
It might have been reset to factory defaults and you may need to reconfigure it as per your ISP settings.
In all cases, do a hard reset of the modem before proceeding. Il will be as if you were installing it for the first time.

Try each one. If doesn`t work, try to install using the Windows Update and Automatic installation. I have a few modens like this one here. Sometimes it installs with above drivers, sometimes with Windows Update.
Note: Before trying Windows Update, try to install all the drivers listed first. After you tried install those drivers, go to Windows Update attempt. I don`t know why, but allways works for me. I Don`t know if is a incompatibility with motherboard`s chipset, but still, i can`t wait to sell all my modens like this one, and never buy it again for resell.
Hi,This modem has only two ports - 1 Ethernet and 1 USB. I want to connect the USB Port to my PC. I am unable to get a suitable driver. Please help me in finding from which site the driver could be downloade.
check that the pci slot is nice and clean then make sure the card is inserted fully, and restart your machine, if the problem still persists try and get the most up to date driver for the card from belkin's website copy following link and paste in your address box
