I know this might sound strange but I was working on a similar model and had same problem. Fresh install of XP tried every trick to speed it up, but to no avail. I did have a message when booting up about the power adapter not being right even though it was the right one. Long story short..try replacing power adapter(charger). Some Dells will not run full speed if there is a problem with the power adapter (charger).
Hopefully you find this helpful.

For that first make sure there is not incompatibility of software in windosws 7 .Make sure all drivers installed and working fine.
If still same then you need to repartitioned and reformating the harddrive.
Then reinstall win 7 will fix this issue.
Let me know if you need further assistance.

Video error. If not already done, update the graphics driver.
Try booting in VGA mode, if no joy then try booting to safe mode and uninstalling the graphics driver leaving the windows "vanilla" driver.

How do i erase windows 95 and replace it with windows 98?

you get a copy of windows 98, pop in the disc, click upgrade (or fresh install if you don't wanna keep anything), and let her install. About 45 minutes after it reboots you should check on it because it has a dialog box for you then.

Acer eRecovery for Veriton 7900

Hi,

If you have formatted the hard-Drive you,ve deleted all information from the computer.
your only other option, is to install an operating system ( Windows/Linux ) and check the device manager, to see which drivers need to be downloaded/updated. With Laptops it,s usually VGA ( graphics ) Sound And sometimes LAN/Network drivers.
a recovery cd will have all of this information, and reinstall your original operating system, including authentic product key. so sometimes worth the money.

Runs very slow, can memory be added?

More memory can always help. How much Ram is installed currently?
Also, do you run any anti virus or anti spyware programs? Malware has been known for making machines crawl.
Ram on that laptop can be upgraded.

Try increasing the swap file size. Set a size roughly 3.5 times the available memory.
