Have to replace the wiper arm.there are splines on the arm that attach it to the stub.most likely stripped out in winter due to frozen windshield.

SOURCE: Driver side wiper not working!

its a small, white plastic "nut" on the wiper transmission arm- find one in a junkyard-snap it in and you can solve it for 2 bucks-takes about 10 minutes to do. Cant get the part separately without buying the entire transmission, which you dont want to do- common problem with cavaliers and sunfires of this year.

SOURCE: Driver's side windshield wiper stopped working.

Hello, I would say that is exactly what has happened. If you can move the wipers with no resistance it's likely one of the bolts has come loose. Both wiper arms are linked to one wiper motor.

SOURCE: 2002 Chevy Tahoe-Drivers Side windshield wiper not working

There is a bar that connects both your windshield wipers together check that to see if it is broke or has come unscrewed. Should be underneath the hood upagainst the firewall.

SOURCE: 1998 chevy caviler windshield wipers arent working correctly

this is due to the misalignment.when it is in use.it pressures the motor to move but the motor gets misaligned as motor may be weak or very old and causes this issue. replacing the motor solves the problem.its a common problem.
This will help. Thanks please keep updated.please do rate the solution positively .thank you for using fixya.

SOURCE: windshield wiper driver's side went limp wind

THe wind doesn't just push the power arm off, it must be broken and will need be replaced, You need to check if the actuall bracket that holds the arm is broken as well. It has teeth on it which when the arm is put on it lock in place with a clip

After the freeze we had my driver side windshield wiper will move up just a little bit then stop I'm just wondering what it could be and how I can fix it I have a 2004 Chevy cavalier

Possible the Wiper mechanism has water that has not thawed out? Otherwise Drive motor or internal reversing switch has burned or failed.

1996 chevy truck 1500. my windshield wipers work

Check for a loose fuse or loose wiring to the wiper. Also check for tight ground connection at the motor. The 'park' switch which completes each cycle may be intermittent. It might be a worn switch at the steering wheel.
