I had the same problem, the only way I was able to fix this problem which drove me nuts, was to by a learning remote.
I bought a nice Sharper Image Large Remote with lited buttons for $15.00. It did the trick, and will learn any remote and it's buttons.

Does the package the remote came in say it works with this brand? If it does and it still don't work, you can either google fios remote codes for further lists of more codes, or buy a different universal remote.
Yesterday I called Dynex at 1-800-305-2204. The rep gave me 0463 which didn't work when I called VERIZON FIOS but the Dynex rep did inform me during the call that if it didnt that Dynex is comparible with Orian, Emerson, Memorex, Sansui, Sylvania and Zenith. So any of these tv codes should work. The code of Orian which is 0490 indeed worked!!!! And when you call Verizon make sure when they help you program your remote that they do the second step if they dont tell you which is add the code 799 which will let you just push STB then Power to cut on/off the tv. My bedroom tv, I always pretty much had to use the tv remote to cut on and off but when the Verizon rep gave me that step for the original tv I was having problems with told me this step, I had her walk me through the other tv remote and add that code and its great. She said that alot of technicians just been taught the other way. Hope this info help you.
I am a FiOs Technician from Pennsylvania.. The most common occurence of this problem I encounter is when the TV is a dual-device.. Meaning that it is a TV with a DVD player or a VCR built into it.. Whenever this occurs, I do the 922 method using either the DVD or the AUX button on the remote instead of the TV button.
By the Way, if this works you must change the volume control to the other device using the 955 code in the Motorola manual afterwards in order to control the volume
There is no code!!! -- Solution...You have to buy a universal remote with learning capabilities. I’ve ordered one that will not only learn off other remotes but can handle 10 components also. I got it from 10x it’s called the iconRemote control…if you call the company they will give you a discount (but you have to call them and ask) AWESOME!
