You should find a large button or flap on the floor tool. This is usually spring loaded and needs to be OUT. This should then let air in to drive the turbine which drives the spinner.

Hi Donna! Attaching the bare floor tool is quite easy. Hold the bare floor tool in your hands with the squeegee blade closest to you. Then hook the front of the bare floor tool onto the clear lip at the floor level and swing the tool underneath your machine until it snaps.
The brushes can be turned off on most of them via a switch on the hood. There shouldn't be water coming out onto the floor unless you are pulling the trigger at that top. You probably broke this when attempting to use the tools.
The Hero 1600 should use 32mm type floor fittings which means on EBay you can pick up just about any type of floor tool which is suitable for most Hoover, Electrolux and Morphy Richards/Goblin appliances.
