If the issue persists after performing the startup repair, try to perform a system restore. 1. Insert the installation disc. Note
The computer must be configured to start from a CD or from a DVD. For
information about how to configure the computer to start from a CD or
from a DVD, see the information that came with the computer. 2. Restart the computer. To do this, click Start , click the arrow next to the Lock button, and then click Restart . Note
If you cannot restart the computer by using this method, use the power
button to turn off the computer. Then, turn the computer back on. 3. Set your language preference, and then click Next . Note
In most cases, the startup repair process starts automatically, and you
do not have the option to select it in the System Recovery Options
menu. 4. Click Repair your computer. 5. In the System Recovery Options dialog box, click the operating system that you want to repair, and then click Next. 6. In the System Recovery Options menu, click System Restore. 7. In the System Restore dialog box, click Choose a different restore point, and then click Next. 8.

This is happening because the Dell webcam central is accessing the webcam at the same time as yahoo messenger. Click on start and click on Run(XP), Type MSCONFIG in start search (Vista) and you'll get the system configuration utility. Open it and go to the startup tab. Uncheck anything related to Dell webcam. Click on Apply and OK and restart the computer. If yahoo messenger shows a black screen uninstall Yahoo messenger and reinstall with the more recent version.

This is hopefully a possible fix. I have encountered a similar problem with windows xp and vista. the fix I found that will eliviate this problem and a startup-reboot-startup-reboot... If you have your original windows (xp or vista) CD lounch it like you would do to do a system install. As the installation starts it will show ask you if you would like to do a recovery using the recovery console, just press ESC and go on. Press the F8 to accept the license. If Windows is not completly broke, it will find the original installation on your hard drie. It will ask if you want to repair. Press the R key and windows will reinstall your operating system, without destroying your software or data. After it is done the system will go to the windows startup screen. You will need your windows product key located on your machine or on the original software packaging.
I hope this will fix your problem.
Try booting with your windows xp installation cd in the drive. See if it will give you a repair or restore option when doing this. If it does not then it's possible your computer has a virus. You can check this by booting up with your anti virus cd in the drive and let it do a system scan. Hope this helps & please remember to rate my answer. Thanks.
