If you recently moved the PS3 from one tv to another, it's setup to work on that other tv.
Press and hold the power button on the PS3 until you hear a beep. This should default the video output to whatever is plugged in and the PS3 should output normally via the HDMI connection.
when you turn on the ps3 from the switch on the back, when the light
turns red, hold down the power button on the front instead of tapping
it to turn the light green. Hold it for atleast 5 secs. This restores
the display settings.

Shut down your PS3 then restart by pressing and holding the power button. This will reset your PS3 to its most basic 480p graphics mode so you'll be able to see enough to choose RGB SCART, component, HDMI or whatever from here.
Is your tv and HD or normal tv. did you ever connect it to an HD tv in the past? If so and you are trying to use a standard tv set, you need to hard reset the system. Call Sony Customer Support, they will walk you through the steps to reset the system. NOTE: every time that you hook the system up to a HD tv using the HDMI cables and then switch back to a standard tv, you will have to reset the system in the same way you did before.
You need to reset your video settings when you move to a regular TV. Just hold down the power button, it will beep twice and go back to stand by mode. They boot up again and your video setting should be back to normal ( for standard TV).
