When I line up the holes of the bottom of the cartridge with the holes in the fixture, I don't get equal turning radius for hot and cold. What's up with that? If I turn the cartridge to have equal turning radius, the screw holes don't line up. Can anyone help me?

Turn off the hot & cold water supply lines at the shut-off valves.
Yo need to use the correct replacement cartridge for the faucet you are fixing
The cartridge replacement procedure requires using food grade silicone lubricant around the base of the new cartridge and around the threads of the bonnet.
Then you must properly align the 2 bumps on the bottom of the cartridge with the inside body of the faucet.
Insert and tighten down the bonnet that holds the cartridge in place to where it is snug- do not over tighten the bonnet!
Then reinstall the trim piece and lever.
Slowly, fully open the hot and cold water shut-offs and check for leaks at the shut offs, sink handle, and spout.
If you are using the Watts brand floodsafe supply lines, turn the hot and cold water shut-offs, on slowly. Rapid flow and pressure may activate the floodsafe valve within the supply line, causing little to no water flow to the faucet.
First you will need to tighten the set screw all the way back in. The use your 4mm hex wrench to turn the screw 4 complete turns counter clockwise. Then remove your hex wrench and the handle should come off. There will be a dome shaped cover with blue and red indicator marks. This will simply pull off the cartridge nut. It is held on by o-ring tension only. Once removed you will see the large hex head of the cartridge retainer nut. Loosen this nut and the nut and cartridge will come out of the faucet. Don't be alarmed if your new cartridge is smaller than your old one. There has been a design change in the cartridge so it will fit smaller bodied faucets but will still replace the older thicker cartidge. After you remove the handle, the chrome cap should either snap or spin off.It also may come out with the cartridge...
There are 3 screws that hold the cartidge in the faucet...take them out and you should be able carefully work the faucet are off of the core of the faucet.
Put a little cooking oil on the o-rings after you install the new ones... just to allow the faucet arm to slide on without damage...

Remove the cartridge and turn it 180 degrees and push it back in. When you pull the cartridge out, inspect the housing and make sure there isn't debris caught where the inlet to the cartridge is. Something could be caught in there. Also, remove the supply line with the cartridge removed on the cold side and blow through it. Air should move and if it doesn't, there is something in there. Try using some compressed air to blow through the line. Hope this helps.
The faucet cartridge is more then likely blocked and the faucet will have to be disassembled in order to unblock it.
While it is disassembled you should slowly turn on the water lines to make sure the water ways in the faucet are clear. And thoroughly check the cartridge for damage. Replace if necessary.
Replacement Cartridges can be purchased at most plumbing supply houses or Big Box Stores such as Lowes or the like.
Most likely you need to adjust the hot limit safety stop which restricts handle swing to limit the high temp of the water and avoid scalding... check out this link to the install manual for your faucet. Also includes detailed diagram of cartridge alignment just in case you need it.
