Im sorry but the price of that scope is not worth getting new crosshairs, you should just go get a new scope at walmart. they are like 9 bucks. But i myself would get a better scope, you can get decent ones for liek 60 bucks. Last a lifetime if you take care of them. The best scopes can cost 800 dollars on up. Just get a new scope. the part would coast more then the scope.

My elevaition crosshair wont raise high enough to raise my point of impact

your crosshair actually needs to go lower to raise the point of impact. if thats what you meant than you have a mounting/scope problem. the scope should naturally align within the adjustment range assuming the mounts are correct and the scope is functioning and mounted properly.

all scopes can be fixed,,,its all down to the price your willing to pay to get it fixed,,,
but to be honest you would be far better off buying a new scope,,,

Crosshair are turning to right

Are the turrets also turning to the right? If not, the crosshair ring has broken loose inside your scope, if so, you need to correct issues with your mounting system.

The paint has been chaffed off from being pulled in and out of a gun bag. What product can I use to recoat my scope

You can rattle can it, but the spray nozzle is course compared to the factory finish. You might even try a can of gun blue, walmart has it, g96 brand works good, rub it on then spray it with wd40 to oi it up and polish it.Or you can check out this guy on ebay,
