the 3 or for setting on the vcr is on the back( a switch)
or if the cable box has a channel 3 or 4 setting on the back of the box
but otherwise the tv may need some work on the tuner or need a new tuner
We also don't have a remote. We hooked a DVD/VCR combo to the Samsung combo by attaching the cable from the cable line to the DVD player and an additional cable from DVD to TV and it used to work but after we lost the control, the DVD can only be listened to but not seen. The VHS from the DVD player works perfectly though.
When we had the remote (before connecting the other combo) we used line-in to see a DVD or VHS using the yellow red and white cables from the Samsung to the other player.
Based on your post/description, it would appear that the TV tuner of the RCA is at fault. Chances are the the VHF Low is not working right but the VHF High is. This is an inshop repair probably requiring component replacement. You may want to confirm by checking your TV's setup in the menu, you should have Cable selected instead of Air or STd and do a Memory + (scan and add channels). If still a no go, then back to the tuner suspect.
The VCR will not display any movie since it normally transmits in Channel 3 (which is VHF Low). If there are no other problem with the VCR then you might still be able to use it by connection it to the A/V inputs of the TV.
If the VCR works in A/V mode, then perhaps you may want to save the repair expense of the RCA TV and use the tuner of the VCR to watch TV and switch channels.

If you get channels 2 to 13 nice and clear but the rest are snowy, it means that the TV is set to the broadcast channels, which means that for the channels above 13 it is tuning in the old-fashioned UHF channels. If the TV is set to the cable mode then it tunes in cable channels above 13. To do this, enter the menu and navigate to the tuner settings, set the tuner to standard cable and then do the autoprogram, and the tuner's memory will be set for your cable system.
The tv has a set of imputs for audio and video ,there is a posibility your dvd is not working right,you can also try a vcr by using the rca audio and video outputs of the vcr to the rca audio and video imputs of the tv,that will tell you if the dvd is not working ,the tv should have a switch selector for video and antena or have a channel below 1 called aux.
