Sounds to me like you need a video card to me, You may try reinstalling the drivers for your present video( I am assuming you are using the integrated video ),all drivers for your PC can be found here

But I bet you are going to either have to replace the motherboard or buy a video card. According to the specs you will need a PCI Express X16 card. Here is one possibility for 31.00 plus shipping after rebate

or you can pick one from this list

Monitor is green screen

I'm going to assume this is a conventional tube-type (CRT) monitor since your problem seldom occurs on LCD models.

First, try another monitor if you haven't yet. It's possible the trouble is in the video circuitry of the computer, although this is quite rare. You'll probably find the monitor is at fault.

A picture tube needs to make three colors: red, green and blue. It's possible the transistor or integrated circuit controlling the green output has failed and is turning the green on all the time. This is a problem which can be fixed by replacing the bad part, which is only a couple of dollars (not including repair labor).

But it's also possible the tube itself has gone bad and is causing the green to stay on all the time because of an internal short circuit. In this case, the part needing replacement is the CRT. It's completely uneconomical (and usually impossible) to replace the CRT and set it up properly. The cost of the repair far exceeds what it costs to buy a new LCD monitor now.

In general, it's not worth making any repairs on a CRT monitor unless you can do the work yourself or know someone who can. Even if you can find a shop that repairs them, with labor charges you usually only need to spend a little more to replace one. Now is probably the time.

No Display

Display set to too dark? Tried another monitor, safe mode or another graphic card? If safe mode works, then you might need to update the driver of your graphic card. What setting do you use for the remote connection?

Emachine T6216 onboard video is shot (nothing on known good monitor) Have installed new PCI-Ex16 graphics care. Need to disable onboard video. Is there a jumper on motherboard?

Have you tried entering BIOS? I beliveve that you have to press and hold F1 during boot to enter BIOS. Once in there you should be able to disable onboard video card.

When I turn it on, only the fans run. I cannot hear the hard drive run and the hard drive light on the bezel is solid yellow

look on bios to see if detects the hard drive ...if does not boot to windows...the hard disk has no reason to go on ....and the issues could be many ....check the Ram memory if do not appear anything on screen at all ...and just runs the coolers and clicks without boot at this case its the Ram memory check it ...get it out ..put it back ...and remove the bios battery to force it see them again .....if it is booting until the operating system should appear ...and after that nothing ...reinstall ...
Also .....if there is anything written on the screen carefully ..usually it will say whats wrong ...and advise in same replace hdd ...or files missing ...or blue screen error from memory issues..

The cd drive in my emachines t6216 doesnt work

first open the case and check if the power connector ,and other cables are still connected to the drive. if they are there disconnect the power cable ( while the computer is running and Plug and Play should notice it). then run add new hardware app to see if the system did recognize it, then check the device manager if its there. reinstall the drivers for the burner drive and run program ,and see if it runs ok, if not the drive is bad and will need to be replaced.

Powering up problems.

Try using another monitor that you know works. Then try another video card. The fans are running because the computer is running ---but the monitor is not. Green to Amber means monitor is not on.
A lot can go wrong with loose wires that shouldn't be loose.
But I would try this first.
