There should be a button on your remote or you can go through the menu to take standby off

Tv try to turn on as soonest i am pluging it to the outlet, it's that normal?

Yes, its normal as TV remember its last status like channel number/ AV input, volume level, video settings etc in its memory. If you put TV in standby and then unplug it, TV will turn on in standby mode after replugging back in.
Thanks.

Tv stuck in standby

If you can not turn on TV set with the power button on the TV its not a standby problem as this would by pass the standby. Theres most likly, on a set of this age, top have a poiwer regulator problem and is going to need a trained tech to assist you in this repair.
