Turn the phone off. Remove the battery. Wait 30 seconds or more ... Put the battery back in. Turn it back on. If it works - GREAT. If it doesn't work, call Metro PSC back and tell them you did what they said to do and it still doesn't work.

Do you have access to the physical computer? If so clear your CMOS by opening the case and pulling out the little battery in your motherboard, leaving it out for 5 min, then putting it back again and rebooting. If you dont have an OS, youll need one of those to install after.
Windows Password can be force changed with a bootable USB thumb drive with a Windows Password Recovery Tool using a Linux Distro. I am guessing you dont have a CD or DVD drive, so you will have to create a bootable USB drive with the password reset tool. OR reinstall Windows via External CD or DVD Drive and software or create a bootable thumb drive of say 8GB in size with the OEM disk copied to that drive if it allows with piracy protection maybe not allowing OEM CD or DVD to be copied to another drive.
ok before contacting your provider try taking out the sim card and battery. while there out i want you to put the sim card in before the battery then after sim is in put battery let it sit for 2 minutes then turn on. (also before starting make sure battery is fully charged, if not charge it before doing anything. Or if you have a backup battery use that, make sure its fully charged also)
If this is a new service, and your just recently using it, make sure #1 you have the data package activated from your provider #2 make sure they dont have your account locked because of an unpaid or late bill. cell phone operators are alowed to lock services if bill is late or not paid on time. there grace period is only 30 days max

this might be due to a corrupted driver in your system. this can cause problems ranging from simple messages to computer not starting .try to reinstall your copy of windows by using the windows 98 cd that came with it. this will reinstall windows 98 with all files and drivers on it you have to boot the cd from startup . but before you do this you must back up your data in case it goes wrong. or if you dont have a win 98 disk go to a computer shop and ask them to do it. i dont know if you will have to pay or not.
