That's a good thing. That pump uses resistance on the impeller to alert it to the presence of water. It will periodically start and run for a few seconds. If there is any water present, it will keep running, otherwise it will shut off until the next time it tries. Put it in water, and see if it works there.

I tried my Rule 1800 cover pump to get the spring water off. I plugged it in and it tripped the switch on the outlet. I reset and it ran for about 2 seconds and then quit. I waited a few minutes and...

I assume the device being tripped is a GFCI -- the pump has a short to ground. Most practical solution is to replace the pump. Don't try to run it from an un-protected outlet (no GFCI) -- it's dangerous.

H53SP-24 pool cover water pump: Pump quit; circuit ok; occasionally when plugged in gives a 1 second whirl, then stops; after a few minutes it does the same thing if plugged in again; if I plug in right...

I have the same issue. I pulled the pump from the assembly and bypassed the circuit board inside by creating a circuit with the 2 black wires...pump worked fine. Of course, it won't cycle on and off so my guess is that the pressure switch somewhere in the circuit board is bad. Rule has a great warranty as my current unit is a warranty replacement (2 years ago). Last unit had a stamped date code on it. I contacted tech support ( michael.irving@itt.com ) and got a new one sent out. The replacement did not have a stamped date code, so my fear is that they won't replace this one. I picked one up online for $99 and free shipping. If I get resolution on the broken on, I will have on as a backup.
Good luck and if yours is less than 3yrs old, contact tech support.

Rule 1800 gph pool cover pump will not run

The sensor that checks for h20 every 10 seconds may not be working properly. First make sure the pump is unplugged then clean the pump making sure the impeller is free never do this with it plugged in. tap the pump lightly with a screw driver handle to make sure the bearings are not frozen if it still does not work send it back to the manufacturer
