As long as the drain hose is hanging properly in the drain line in the wall, it should drain properly. Washers are designed not to exceed the capacity of the standard household drain line. Therefore, as is nearly always the case, your drain line is probably a little bit slow. You might try using a drain clearing device that connects to your garden hose. They do an excellent job of clearing partial blockages. Drain cleaning fluids and snakes just are as good with that type of problem.
