I am guessing that when you turn it on the light is on and the fan is running inside the freezer which sounds like it is working but, the compressor must not be running because it will not cool.

You may have to get behind the ref to listen for the compressor running. With the ref off, take off the back panel so you can see the compressor, turn it back on and listen for the compressor to start running. If you hear a clicking noise and the compressor does not start then it could just need a relay.
